Carrie provides strategic advice on air quality, energy, and climate change issues.
She also works with members of the Clean Energy Group (CEG), a group of electric generating companies
committed to environmental stewardship, to promote and develop effective environmental policy in the
areas of air quality and climate change at the federal and state level. Carrie provides
support to the Carbon Offset Acquisition Initiative, a joint project with The Climate Trust, that
identifies, evaluates, and purchases carbon offsets from projects through an RFP solicitation process.
Carrie also serves as the editor of MJB&A's publication Environmental Energy Insights.
Insights includes articles on air pollution policy, legislation and judicial developments;
air pollution-related technology; global climate change; energy efficiency; and the science of such
key air pollution issues as mercury deposition and the public health risk associated with hazardous
air pollutants.
Prior to joining MJB&A, Carrie was an associate in the environmental groups at Willkie Farr
& Gallagher LLP in Washington D.C. and at Goodwin Procter LLP in Boston, MA. During
that time, she participated in the negotiation for a new source review settlement with the United
States and three states and a Clean Water Act settlement with the United States. She also
evaluated and counseled clients on legislative and regulatory activities including Clear Skies, the
Clean Air Interstate Rule (CAIR), climate change legislation and trading systems for air pollution.
Carrie holds a Bachelor of Arts degree, cum laude, from Harvard College and a Juris Doctor degree
from the Georgetown University Law Center.
