David works in MJB&A's advanced technology group providing project origination, project management and
technical support to mobile source emission reduction and greenhouse gas mitigation programs. David
advises on and manages projects to strategically reduce client emission profiles through the use of advanced
technologies and best practices, including after-treatment technologies and introduction of more efficient
processes. His mobile source project work includes the study of fuels and advanced vehicle drives,
inventories of vehicle populations from both bottom up and top down, modeling and development of models for
calculating vehicle emissions, field application of advanced emission control technologies and
performance/durability field testing of emission controls and advanced vehicle systems. David's
unique body of experience is applicable to circumstances ranging from pure technical project management to
regulatory negotiations.
David has 15 years of professional experience in air quality management. In addition to mobile
source technology and controls, other focus areas include issues related to air pollution policy planning and
regulation, electric power industry regulation and greenhouse gas mitigation. In addition to
experience gained at MJB&A, David worked in a SIP writing capacity for New York State, authoring New York
County's 1995 PM10 SIP and collaborating on developing New York State's ozone SIPs. David also spent
seven years at a nationally recognized nonprofit organization, NESCAUM, participating on and managing projects
of many facets, including pure scientific research efforts, diesel emission control retrofit projects and
facilitating multi-party environmental regulatory negotiations.
David has an academic foundation in both engineering and public health. Professionally he has
worked for state government, private consulting and the nonprofit sector. This varied experience
uniquely qualifies him to tackle and communicate a broad array of technically challenging environmental and
health related initiatives.
David holds a Bachelor of Science degree in Environmental Engineering from Rensselaer Polytechnic Institute
and a Masters of Science degree in Environmental Health Sciences from Harvard University's School of Public
Health. He is also formally trained in mediation and negotiation through the Harvard University
Negotiation Project. He is a Registered Engineer-In-Training with the state of New York.
