On September 22, 2009, the Environmental Protection Agency finalized the Mandatory GHG Reporting Rule, which for the first time will require economy-wide monitoring and reporting of greenhouse gas emissions.  Sectors ultimately covered by the rule will account for approximately 85 percent of the U.S.'s greenhouse gas emissions.

Facilities emitting over 25,000 metric tons per year of carbon dioxide equivalents (CO₂e), suppliers of fossil fuels or industrial greenhouse gases, and manufacturers of vehicles and engines must submit annual reports to EPA.   The rule further details additional sources and sectors that must report, and covers reporting and recordkeeping requirements.  M.J.
