RGGI Working Group

The Regional Greenhouse Gas Initiative (RGGI) Working Group comprises electric generating companies with operations in the RGGI region. MJB&A provides working group members timely and strategic information about RGGI market and policy developments, and coordinates advocacy positions of the members. On February 7, 2013 the RGGI states released amendments to the RGGI Model Rule.  The most significant change to the RGGI program is a revision to the annual regional CO2 cap from 165 million to 91 million tons beginning on January 1, 2014.  This cap level is equivalent to actual 2012 emissions in the RGGI region. Beginning in 2015, the cap will be reduced by 2.5 percent annually through 2020. Each RGGI state must adopt the RGGI Model Rule changes through legislative and/or regulatory processes in 2013 for changes to take effect on January 1, 2014.
