RGGI Working Group

The Regional Greenhouse Gas Initiative (RGGI) Working Group comprises electricity generation and electric and natural gas utilities with operations in the ten state RGGI region. MJB&A provides working group members timely and strategic information about RGGI market and policy developments, and coordinating advocacy positions of the members. The original RGGI MOU outlines the requirements for a comprehensive program review in 2012 including program success, impacts on electricity prices and electric system reliability, whether additional reductions after 2018 should be implemented, electricity imports and emissions leakage, and carbon offsets.

The RGGI states launched this comprehensive program review in the Fall of 2010 with two stakeholder meetings to discuss the effort to model the future outlook for the region’s electric sector. The RGGI program review and stakeholder process will likely span 2011-2012. While all program design elements will be evaluated, the main focus will likely be on the level of the CO2 cap.
