Thomas H. Balon Jr.
Executive Vice President

Tom joined MJB&A in 1997 and currently directs the technical services group staff in the MJB&A’s Manchester New Hampshire office, which was founded in 1999. Tom has 23 years of professional experience managing pollution control design, transportation engineering and air permitting projects. Tom has a specific focus and knack for developing, demonstrating and evaluating advanced technologies in both the electric generating and transportation sectors including advanced emission control and system efficiency improvement technologies.

Vice President

Tom brings a strong background in both engineering and policy to MJB&A.  He assists MJB&A clients in the development of regulatory and legislative strategies to address energy and environmental concerns as well as in the identification of pollution control technologies.

Todd Danos
IT Manager

Todd is responsible for maintaining all of MJB&A's web sites and maintaining the computer networks for our Concord, MA, Manchester, NH and Washington, DC offices. He also managed the development of our Climate Policy Service and Project Management sites. He develops web-based Access data management systems for several MJB&A clients. He operates and analyzes data from the Sensors, Inc. SemTech-DS portable emissions analyzer to emission test heavy duty diesel engines.

Cherie Harris
Vice President

Cherie is based in the Washington, DC office and brings a combination of public and private sector experience to MJB&A, having worked in both Houses of Congress as well as at the corporate and trade association levels. She uses her experience with coalition building, crafting consensus driven policies, legislative strategy development and advocacy to aid members of the Clean Energy Group and other clients on air quality and climate change related initiatives in Congress and the Administration.

Senior Vice President

With over ten years of experience working in environmental law and corporate strategy,  Carrie provides strategic advice on energy, climate change, and air quality issues to MJB&A clients. She advises companies on the business implications of regulatory and legislative proposals and works with clients to engage with state and federal policymakers.

Isaac Liberman
Policy Analyst

Isaac assists MJB&A clients with research, analysis, and strategic support regarding air quality and climate change regulatory initiatives. He focuses on state and regional climate change policies, including the Regional Greenhouse Gas Initiative and California’s AB 32 cap-and-trade program. Some of his recent efforts include supporting clients on issues related to the Regional Greenhouse Gas Initiative program review and analyzing hazardous air emissions data, utility energy efficiency programs, and state renewable energy standards.

Dana assists MJB&A clients with strategic analysis, project management, and technical support for mobile source emissions reduction programs. He brings to clients a wealth of practical knowledge and experience with vehicle retrofits and emission testing, the real-world perspective of a major fleet operator, and a proven track record in technology implementation.

Senior Project Manager

Paul assists clients with designing and implementing emission reduction projects across all mobile source sectors. Since joining MJB&A in 1999, Paul has supported MJB&A’s growth in strategic transportation initiatives, managing complex, multi-faceted projects ranging from hybrid-electric vehicles and non-road construction retrofits to locomotive generator set conversions and marine repowers.

Stephen Piper
Senior Project Manager

Steve is a Professional Engineer with over 30 years of experience in industrial air quality management. He is MJB&A's prime contact for regulatory policy evaluations and emission control strategies for the industrial sector.  Industrial sector work includes: new source permitting, development of Title V operating permit strategies, implementation of record keeping, monitoring and reporting procedures, performing compliance audits, and feasibility studies of emission control alternatives.

Senior Policy Analyst

Kathy provides research and strategic guidance to energy companies, including members of the Clean Energy Group, regarding climate change and air quality regulatory and legislative initiatives. Her expertise is federal initiatives, particularly EPA’s implementation of the Clean Air Act and its implications for a wide range of electric and gas utility operations, including generation, demand-response programs, and corporate environmental strategies. Her current emphases include EPA’s regulation of greenhouse gases, interstate transport of air pollution, and air toxics.

Amlan Saha
Vice President

Amlan joined MJB&A in June 2007. He specializes in strategic analysis and modeling of energy sector policy. Amlan assists MJB&A clients with regulatory and market structure of electric and gas utilities, economic implications of environmental regulations, cap and trade systems, and wholesale electricity market development. He is responsible for tracking the U.S. electric and natural gas sectors, state of the U.S. natural gas pipeline infrastructure, and electricity market data.

David Seamonds
Staff Engineer

Dave supports MJB&A in the evaluation and implementation of emissions reduction technologies for heavy-duty vehicles, off-road equipment, marine vessels, and locomotives. Most recently, he has been involved with marine SCR emission testing, in-use data collection and analysis of hybrid school buses as well as installation support for locomotive diesel oxidation catalysts and auxiliary power units. He also provides technical support for industrial air quality management initiatives and projects.

Chris provides strategic advice on air pollution regulations, energy policy, business strategy, and climate change policy with a focus on the electric and natural gas industries. For more than 10 years, he has worked with the Clean Energy Group (CEG), a coalition of electric power companies committed to responsible environmental stewardship, evaluating and responding to environmental and energy policy issues.

Project Manager

Lauren is an environmental engineer with fifteen years of experience in industrial air quality management, environmental health and safety, and mobile source emission reduction projects, as well as technical grant management. She has knowledge of air permitting and regulatory issues for a wide range of facilities with a variety of unique chemical handling processing operations. Lauren also provides technical expertise for mobile source and fuel alternative initiatives.
