Tom directs MJB&A's technical efforts, providing high quality project management and analysis to support policy evaluations and technology assessments. Tom operates primarily in a technical project management capacity, overseeing project activities, client management, internal and external communication as well as the preparation of technical reports.
Transportation related project work includes the specification, implementation and evaluation of advanced emission controls and technologies as well as the emission and performance testing of diesel, hybrid electric and alternative fueled vehicles, including passenger cars, medium-duty buses and heavy-duty trucks and buses. Tom is also actively involved in numerous diesel engine retrofit programs spanning several diesel engine sectors including bus, truck, construction and marine applications.
For the electric generation and industrial sectors, Tom conducts technical evaluations for emission control strategies and economic impact assessments for various clients. This work includes the integration and refinement of federal and state emissions databases, interaction with control system manufacturers, involvement in control system specification and implementation projects, as well as continued dialogue with government policy makers, regulators and enforcement personnel.
Tom has over sixteen years of professional experience in managing industrial air pollution control design, transportation engineering and air permitting projects. He has developed emission inventories and environmental databases for industrial facilities, conducted compliance evaluations, assessed control technologies and prepared several Major Source Title V operating permit applications. Tom has significant experience in assessing emission control and reduction techniques and making recommendations relative to BACT, LAER or RACT requirements for external and internal combustion systems as well as industrial processes.
Tom holds a Bachelor of Science degree, magna cum laude, in Mechanical Engineering from Worcester Polytechnic Institute. He is also a Registered Engineer in Training with the State of New Hampshire, a member of the Society of Automotive Engineers (SAE) and a member of the Air & Waste Management Association (A&WMA).
