Tom brings a strong background in both engineering and policy to MJB&A.  Tom has worked on a range of air pollution and climate change projects with an emphasis on identifying the technologies available to meet policy objectives.  He has researched and written about air pollution control technologies and strategies for a variety of industrial sectors and has worked with stakeholders to recommend policies to encourage technology innovation.  In addition, Tom provides analyses of regulatory and legislative proceedings of strategic interest to public and private sector clients, including members of the Clean Energy Group.

Prior to joining MJB&A, Tom attended graduate school at the Massachusetts Institute of Technology (MIT).  At MIT, Tom studied energy policy and climate change in the Laboratory for Energy and the Environment with a research focus on carbon dioxide capture and storage.  Tom's thesis work at MIT explored public attitudes toward and understanding of climate change and carbon dioxide capture and storage in the United States.  He was also involved in the development of companion surveys in Japan, the UK, and Sweden as well as a 2006 follow-up to the U.S. survey.

Before attending MIT, Tom worked for three years as an environmental engineer for ERG, Inc.   At ERG, he supported EPA's Office of Water in the development of effluent regulations, particularly in their review of Concentrated Animal Feeding Operations.

Tom holds a Master of Science degree from the Technology and Policy Program in the Engineering Systems Division at MIT and a Bachelor of Science in Civil Engineering with a double major in Engineering and Public Policy from Carnegie Mellon University, where he graduated with Honors.
